Canada and Marijuana?

I want a purely neutral opinion so no supporters of either side.
Ok why does Canada not integrate marijuana into their system
I've done research so don't tell me I'm just a pothead (personally I have never partook in the substance)
Pros: It could influence our economy (farmers,importing?,exporting?,processing)
Hemp is a much more efficient substance then most fabrics
I see alot of stressed out people in my daily life and marijuana could relieve some of that stress
It's use as a medicine for cancer and such
Little physical harm
Cons: Your slowed response time reflects upon driving and motor skills
Can lead to isolation/paranoia
I want more pros and cons and what you think about this topic, like I said before no support from either side.

I think a big pro would be that in could in effect neutralize drug cartels, and their influence on regional politics and communities. A con to this, would be it legitimizes them as well.

Pro - Hemp and marijuana could become a commodity with futures bought and sold. Con, farmers are at the mercy of futures trading.

Pro, Sugar from hemp would be a good candidate for alternative energy.
Pro, like "denatured alcohol" which is sold as a fuel and solvent, hemp can be 'denatured' or poisoned so it becomes harmful to smoke. meaning, you smoke it, you die. Just like denatured alcohol. You drink it, you die. it's properties could be used for making materials and other products.

But here's the biggest obstacle. All this is speculation, or claims based on loose science. Scientists have studied hemp, and all it's claims. These studied have been funded by big corporations and drug companies. If there is so much profit to be made -- they would justify it, and fight for it. But they aren't. It's like growing Heroin... there is very little legitimate medical need, and plenty of alternatives. For the most part, it was found that suitable alternatives already exist that provide equal or better opportunities to the market, without the worry of health concerns and law suits.

And even with all the pros, one clear fact remains -- the majority of the ones that want Marijuana legalized are the ones that want to smoke it to get high, and have open access too it. That's the ONLY reason. There is little compassion for pot heads, or "new environmentalists" or whatever they want to call themselves.
