Information On A Power Transfer Switch Uses
A power transfer switch is needed if you want to switch from a primary power source to a secondary or tertiary power source. In the Closed Transition Soft Load, both sources are in parallel position, and can be as such indefinitely.
In every transfer switch, you will see three components. It has the Power switching device to move the load circuits to and from the power source. The Transfer Logic Controller is used to monitor the condition of the sources of the power, and provide the control signals to the power-shifting device. Supplying operational power to the controller and switching device is the function of the Control Power Source.

That's true. 9 wires may go to 6 circuits. Each circuit has one phase so 1,2,3,5,6,7 are the six phases going to six circuits.
For two pair of three phases (pair one 1,2,3)(pair two 5,6,7) there are two neutral wires and one common earth wire. that is total nine wires. there is nothing wrong in it.
